Federal officials say an off-duty ICE agent was responding to an "active shooter" at his apartment complex when he gunned down Keith "Pooter" Porter in Northridge. Friends and advocates contend Porter was not threatening anyone — but shooting a gun in the air to celebrate on New Year's Eve.
